I only found с. Бджільна - s. Bdschilna (in this overview - history of places in Oblast Winnyzja - p.550 document).
Would agree that „Ptschelnaya“ is actually „Bdschilna„
For me it looks like an attempt to „russify“ the name. My guess is: the core of the name of the village came from bee so it would be:
- in ukrainian: бджола - bdschola
- in russian: пчела - ptschela
if this is an attempt to write the family name of the recipient, i will go with Paurtschak
Паур…in cyrillic - but this is a wild guess
