I found the registration card of a far relative (Wasser) in El Shatt camp after WWII. Rather surprising since this woman had nothing to do with Yougoslavia and was registered in a german Gedenkbuch as deported from Berlin to Riga in 1942 . Her sister in law , living in USA appears in the line “ applicant”.
Might anybody make things clearer for me? Thanks in advance

It’s difficult to answer this question without further information, such as what type of document you refer to. Perhaps a CLI card? These „applicants“ are searching for the persons the card is about.
