Can you see other users' comments on documents?

I wonder if you can see other users’ comments when you put a comment on a document.
For example: User1 writes a comment to a document, maybe based on extensive research. After days or weeks, User2 works on this document, maybe repeating all the research to append the information. Or would User2 see User1’s comments at that moment? Do they maybe do everything twice or three times and enter redundant details?

This is a good and complex question. User 1 enters the data for a document in the tool and then adds his research results to the forum. User 2 can see these results only when he looks in the forum, because the forum and the tool are two separate systems. So if user 2 is also working on the same document in the tool and then wants to post the research results in the forum, it can happen that two users have researched the same document independently of each other.
As far as I understand, all comments to a document are collected in ONE forum post to this document.
However, due to the random method and the amount of documents, the described case should be the absolute exception.
