Hi, welcome to ENC. I would transcribe it just as it is. (Like we do with Réfugié russe). My French is really terrible; there are users who can help you better with that. But I read something like “apatride mig. (?) allemande” — something like stateless with a German background.

I think it is „apatride orig. allemande“ i.e. „stateless, originally german“.
