Adress - Drancy-cards

I see a lot of Drancy-cards with a street and house-number, but no city. I am almost certain these adresses are in Paris (Parisian-born people, knowing the quarter, and I think it might haven been considered as „obvious“). Normally, I would nevertheless leave the „city“ out, as it is not mentioned on the card.
But in the „help-section“ concerning the adress there is an example where only the arrondisment („9e“) is mentioned on the card. The example says: do some research, and add the city.
So, should we really in this case add our own conclusions, even if it is not indicated on the document itself? And should I add „Paris“ in all these cases, where there is only a street name on the card but I found some evidence in other databases that Paris is right?

please only enter the information that can be found on the document. Researching the arrondissements is an exception.
You are of course welcome to record the results of other research on the cards here in the forum.
