I don’t think there’s a medical connotation to the word „Clearance“ in the CLI context.

To solve the „Clearance mystery“ once and for all, I worked myself through the CLI-instruction booklet (CTRL F doesn’t work here!) and finally, on page 99, I found the following:

“In order to differentiate between the agency registration card (which bears a code-letter and number) the word “CLEARANCE” is typed and used for the index number.”

Conclusion: In the CLI context, „Clearance“ has just an administrative meaning of no importance to the persons who are mentioned on the CLI-cards. It is an instruction to those who had to type the cards.
