The place was driving me crazy.
Could be Мовчанівка (Mowtschaniwka - Ukrainianized form) today Oblast Kirowohrad, but when he was born it would be Александрийский уезд; Alexandrijskij uezd; Херсонська губернія; Chersonskaja gubernija - Russian Empire.
Found this map: it could be the place in red, but it is written slightly differently – I read Moltschanoschna, but could be wrong here.
