erased entries

Is it possible that sometimes all entries for person X were erased and replaced with data for person Y? Perhaps old cards were used a second time when there was a shortage of forms?
Here in fields 1-7 it looks as if the entries for Mr. Preikschas are no corrections of the underlying deleted notes.
That’s why I didn’t fill in any corresponding (+) fields (for example „unclear“ in „Nationality“, referring to what looks like (erased) „Polish“)
