It was useful to Krupp because the occupied eastern territories could potentially be useful and staking a place there during the war might help, and it allowed Krupp to fulfil Reich wartime demands in a way that would no require it to make significant investments and raise the threat of overextension in peacetime. It was also encouraged by Reich incentives to move or start production by specific policies and by the geographic location.
