Could this be her (with YOB 1899) ?
I think it is her, because there is a page of testimony submitted by her daugher Helga Esther, married Hammer, in which the yob is indicated with 1896, so it seems that the yob wasn’t known exactly by her relatives:https://yvng.yadvashem.org/nameDetails.html?language=en&itemId=6766281&ind=1 Gedenkbuch - Gedenkbucheintrag

Besides this, her father’s brother, i.e. her uncle, Sally Stephen Salomon Westmann, born 1873, who died in Chicago in 1940, was married to Natalie Westmann, née Mottek, born 1881, compare the applicant’s name in the CLI-card - so I’m quite convinced it is her, compare here: Sally Stephen Salomon* Westmann (1873 - 1940) - Genealogy and here: Natalie Westman in the 1940 Census | Ancestry®
