In Ukrainian: Безвенюку Владіміру Андрейовичу (the first name would be Wladimir / Volodymyr).

tried to find him in the OBD database and found about 11 entries (possibly more, I searched by the family name and the village Krasnosilka). There is one Jakow/ Jakiw (3), but he was conscripted later, in 1944, and the date of birth does not match.

Maybe he is not in the database at all, especially if his legal status was changed from a POW to a civilian forced worker
