stamps with the letter “A” indicate passage through the Auslandsbriefprüfstelle (ABP)
Stamps with the letter “L”, by contrast, belong to the Auslandsleitstelle: such items were already separated there on the basis of the address (for example, mail to public offices or government authorities) and therefore normally did not go through the regular ABP examination.
I cannot say now why this exact letter went through the second possible way unfortunately.
